Electrical Installation Condition Report, Fixed Wire Test, Periodic Inspection Report – these are all terms for carrying out a thorough inspection of an electrical installation whether installed in your home, school, office, warehouse, shop, swimming pool, gym, local football stadium or even your caravan against current electrical regulations.

You may also hear it called electrical safety certificate or electrical installation certificate.

You have your car MOT’d and serviced to check its in a safe condition so why wouldn’t you check your electrical installation?

An Electrical Installation Condition Report (EICR) is like an ‘MOT of the electrics’ in a building which like anything will deteriorate over time.

An Electrical Installation Condition Report should check that the installation is safe and identify:

  • electrical circuits or equipment which are overloaded
  • potential electric shock risks and fire hazards
  • any lack of earthing or bonding
  • any defective electrical work


How often an installation should be inspected and tested is dependent on factors such as

  • The type of installation
  • How is it used
  • What maintenance regimes are in place

As a general rule of thumb it is recommended that installations are inspected and tested every 5 years for non domestic installations and 10 years for domestic however, it is also recommended to carry them out following a change of occupancy.

Visual checks are a good tool to use to monitor the condition of an installation and can help avoid serious injury or electrical fires.  It is recommended that these checks should be carried out every 6 months and look for

  • signs of burning, broken or missing accessories such as switches, sockets, light pendants
  • no live wires accessible
  • signs of burning or scorching on electrical equipment


The inspection and testing of an electrical installation is carried out against current regulations issued for electrical safety, the latest edition of these is the BS7671 (IET Wiring Regulations) 17th Edition 3rd Amendment.

The report can uncover a range of issues including

  • Any issue with circuits or equipment that might overload or overheat the system
  • Areas of electric shock risks and fire hazards
  • Safety issues with bonding or earthing of installations and equipment
  • Potential faulty electrical work that could lead to faults or injury

The test itself must be carried out by a competent electrician using calibrated test equipment and involves

  • visually inspecting the system for any obvious faults or broken accessories
  • checking schedules for each distribution board (if present)
  • dead testing the circuits for continuity, insulation resistance and polarity against the expected readings for the type of installation
  • live testing of the system to ensure that in the event of a fault or shock it can react effectively

The results of each of these tests and observations are recorded and any faults that are found on the system are categorised in the following classifications

C1 – “Danger Present”. Risk of injury. Immediate remedial action required.

C2 – “Potentially Dangerous”. Urgent remedial action required.

C3 – “Improvement Recommended” but not required

Where present danger is identified it may be necessary for a danger notice to be issued upon finding and the system to be isolated to remove the danger immediately.
